China has told banks to pause new stock listings as markets slide, the FT reports

Reuters couldn't verify the Financial Times report of informal guidance, and the WSJ describes a narrower step that lets deals already in process continue.

Why it matters: A pause could slow a key fundraising route for Chinese companies in a year when IPOs raised the most since 2023, per Bloomberg data.

China's securities regulator has told investment banks to pause initial public offerings and has suspended large share sales by existing shareholders until markets recover, the Financial Times reported Tuesday, citing three people with knowledge of the discussions, according to Reuters. Reuters said it could not immediately verify the report, and Chinese regulators did not immediately reply to its request for comment.

The China Securities Regulatory Commission gave the instruction as informal "window guidance" in meetings with banks over the past few days, the report said. The Wall Street Journal described a narrower step: deals already in process would continue, but the regulator would not take up new listings.

The reported pause follows a steep October selloff in Chinese stocks, which Reuters linked to weak consumer spending, a long property debt crisis and a slide in tech shares. On Monday, the regulator said in a press Q&A that the central bank would run a third round of swap operations for securities, fund and insurance firms, and make permanent a relending program for stock buybacks at a 1% rate. Those steps struggled for traction Tuesday, with AI-related shares leading declines, Reuters reported.

Beijing has slowed IPOs during earlier slumps, and the move could again slow a fundraising recovery, Lianhe Zaobao reported. Chinese IPOs have raised more than 292 billion yuan this year, the most since 2023, according to Bloomberg data cited by the paper.
